    Is there a quench or some kind of tidal debris?

    It's certainly a messy galaxy! Very much looks like a post-merger mess, with tidal debris. However, the spectrum looks - to my eye - like a post-post-quench one ... there's nothing in it like what an 'A star' spectrum looks like, and the continuum is very 'early' (i.e. like that of a typical elliptical galaxy, in which star-formation has long since ceased). However, some 'nebular lines' are quite strong - [OII], [NII], [SII] (but not, oddly [OIII]) - and H-alpha may even be in absorption (hard to tell). My guess would be that this is one of the control galaxies.
