"Would you like to discuss this object?" doesn't work

  When I want to discuss a particular galaxy, a sign comes up that says that the discussion is classified and I am forbidden to enter, entrance for me is denied. Sounds like heavy duty secret service stuff.
  How do I fix it? thanks Suelaine

  When I selected "Yes" for the "Would you like to discuss this object?" option, it simply presented the next object to be classified as if I had selected "No".
